The maximum output of the Victron Energy SCC110050210 Smart Solar MPPT 100/50 Charge Controller with Bluetooth is 50 amps. That's what the 50 stands for in the title. The amount of power it can handle depends on the system voltage and is governed by the formula Watts = Volts x Amps. If you put the 700 watts number into the formula you get 700 watts = 14 volts x 50 volts. In a 24 volt battery system the MPPT 100/50 can handle twice as much power because although the voltage doubles the amps stays the same.
