The Victron Energy ORI122421226 Orion IP67 DC-DC Converter 12/24-50 is a DC DC Converter, not a charger. It is not programmable or adjustable in any way and has no Bluetooth and not user interface. Its not really suitable for the purpose you are looking at, I suggest you look at our Smart DC DC Chargers instead.
