The absolute minimum panel voltage for this Victron Energy SCC115070211 Smart Solar MPPT 150/70 -TR Charge Controller with Bluetooth to work is 5 volts above battery voltage. In a nominal 48 volt system the actual voltage might be 56 volts and so the minimum solar voltage would been 61 volts. However this is a minimum. In order for the MPPT to be able to extract the maximum from your panel it needs to be able to vary the load to optimise the production. If the panel is at the minimum there is no scope for variation so its not going to be as efficient. You need to shoot for a VOC of around 70 volts or above. This is a relatively high voltage so you need to take care to prevent shocks, including by fitting a wirebox over the terminals of the MPPT.
