Is the Victron 24/60 battery charger is able to charge two separate battery banks consisting of four 6v batteries each bank?

Yes the Victron Centaur 24/60 Charger can charge up to three banks. They all have to have the same charge profile. A 24 volt bank can be four 6 volt batteries in series. The charge profiles available are lead acid, gel or AGM. This is an older design and doesn't have a lithium profile.
