Can this item change from 230 volt 50hz to 120volt split phase 60 hz?

This Autotransformer cannot be used with European 230 volt shore power because the power supply will have a neutral and a hot. To transform 230 or 240 volts into 120/240 it requires two floating hots. In addition it will not convert the frequency at all.
