No you cant use it for this application. Single phase 230 volt has one hot and one neutral wire. To make 120/240 volt out of 230 or 240 volts your input must have two floating hots.
Will this take single phase (euro ) 230 volt input and out put split phase 115 /115. Victron Energy ITR000100101 Autotransformer 120/240V-100A
