The Orion-Tr 48-12-30 is a DC DC Converter, not a charger. You can instead use any of the MPPT solar charge controllers to do the job you want. Their normal job is to take higher voltage power from a solar panel and deliver it to a lower voltage battery. It doesn't matter to them if the source of power is a higher voltage battery instead of a solar panel. The MPPT's are inexpensive and there is a very wide range so this is a solution that will work well for you.
