If you want a 48 volt to 12 volt DC DC Charger you can use any of the Smart MPPT solar charge controllers. They are designed to take a higher voltage input and deliver it to a lower voltage output, and it doesn't matter to them whether the higher voltage comes from a solar panel or from another battery.
