Will Victron Phoenix Inverter Control for VE Direct Inverters turn a 12/800 phoenix inverter all the way off or will I need to install a switch on the main leads as well to avoid any parasitic draw?

This is an electronic switch and so there will always be some parasitic draw. The amount of current draw is negligible but even tiny draws can add up over an extended time. To completely eliminate this you will need a switch or circuit breaker on the DC Power supply
