Yes you can. The Victron Energy SCC110020160R Smart Solar MPPT 100/20 Charge Controller with Bluetooth is expecting a solar input but it doesnt care if instead you supply it with a 48 volt input from a battery. For this to work the source battery must be a minimum of 5 volts higher than the destination battery.
