Can this unit be commanded to turn off directly from the Victron Connect App using a phone?

Yes you can enable it or disable it from the phone. Whether it comes on when you enable it is determined by the settings you programmed, so for example if you programmed it as a voltage sensitive relay and the voltage isn't high enough it wont turn on.
