Concerning output, does it output 70a regardless of load or is it a linear output to the loads being drawn / switched on-off?

70 amps is just the maximum output, if there is no load there will be no output current. Note that even with no output the unit itself will still consume some power if it is switched on. This is known as the parasitic load and the specifications say it is less than 20mA
