Should the ORI121222120 DC DC battery charger be mounted closer to the source or to the load?

Definitely mount it closer to the load or destination. That way there will be only a very small voltage drop on the output and you will be delivering the desired voltage. There will of course be voltage drop on the input but because the Orion can boost the voltage it is able to overcome this limitation.
