Yes, the Victron 150/100 can handle a maximum input voltage of 150 Volts. Please note this is the absolute maximum allowed voltage. Since a panel can on occasion put out more that its VOC rating you should keep the VOC of the array to 90% of the limit. In this case that means a max VOC of 135 volts.
