The first number (150) refers to the maximum allowed input voltage and the second number (70) refers to the maximum output amps. 150 volts is the absolute maximum allowed, if you are using the VOC number of your panels you need to remember that on occasion panels can put out more than their VOC so be sure to keep the VOC to 90% or less of the allowed maximum, so in this case 135 volts.
If your panels produce more power than the MPPT can handle the power will be wasted because the MPPT will be limited to 70 amps.
