Does the Orion charger still work if the input voltage drops below the lock-out value?

The Victron Energy ORI121222120 Orion-Tr Smart 12/12-18A Isolated DC-DC charger will stop if the input voltage falls below the lock-out value. This then starts a new cycle and it wont restart until the start parameters have been met. The purpose of all this is to prevent it running your source battery flat.
