The Victron Orion DC DC charger is used to charge one battery from another. It is particularly useful if the two batteries have different chemistry because the Orion can deliver a higher voltage on its output than it receives on the input voltage if necessary. Another reason these are used is to limit the amount of current flowing, the intention being to not overtax an alternator.
