No it wont. The 3106100 is a toggle breaker and the box only accepts Flat Rocker breakers. The equivalent would be the Blue Sea 3102100 Double Pole Flat Rocker ELCI Circuit Breaker 30 Amps and yes it will accept two. However why not buy the Blue Sea 3117 Surface Mount Enclosure for Dual 30A 120V AC ELCI which comes with the breakers already mounted and includes all the other components like indicator lights, cable glands etc. that you will need.
