The Victron Energy ORI122436140 Orion-Tr Smart 12/24-15A Non-Isolated DC-DC charger would be good for this application. It is a 12 to 24 volt charger with an output of 15 amps and is fully programmable, Using the default settings it will only come on when the source battery is 14 volts and will turn off when it drops to 13.5 volts. Like everything else about this charger those numbers can be changed in programming. You also get to program the output charge voltage based on your battery type.
