Yes, the solar voltage will always be different than battery voltage, it needs to be at least 5 volts more than battery voltage for the MPPT to work at all but ideally it would be more than that. The 100/30 MPPT is rated for up to 100 amps of solar voltage. The open circuit voltage of your panel will be listed on the specification as VOC. Ideally in a 12 volt system you would have a VOC of 25 volts or more, so that the panel can work even on partly cloudy days, in winter, when it is a bit dirty, or when it is not angled perfectly.
