Yes, the Phoenix Smart IP43 Charger 12/30 is suitable for use with Li Ion batteries. The charger is fully programmable using the Victron Connect App. You can download the App from the Android or Apple App store to try out the program in demo mode. The screenshot below comes from the demo and shows that the Smart Lithium Battery is one of the available presets. If your battery has different requirements than the preset you can then go into expert mode and tweak the settings further.
