Will the 9160 link bus allow connecting two Victron 12/200 lithium batteries in series?

No, its too short. The batteries need a 20mm air gap between them. In any case we dont recommend connecting batteries with solid connectors like this because expansion and contraction puts mechanical stress on the terminals
