Programming a Multi without using a Mk3 USB interface is technically possible but is really only for the experienced user. Trying to do it remotely without first learning to do it locally is going to be quite challenging. There is always the change that you will mess something up and be unable to fix it. If you really want to try it you must have a Cerbo GX or equivalent device, it must be connected to the Internet, you need to set up a VRM account, you need to configure your VRM account for two way communication, remote support, remote console, disable password check. Then you need a PC connected to the Internet and logged in to the VRM account. Download the configuration file for the MultiPlus from the VRM, open it locally using VE Configure, make your changes, then when you close the program it will ask you if you want to send the new file back to the VRM. Its easy for a professional but not for a beginner, there are lots of opportunities to trip up. Buy the Mk3 USB interface if you are not experienced. With the Mk3 USB you don't need Internet access to make changes later or check settings. Spending hours and hours trying to learn how to do this instead of spending the $60 or so to do it the right way is only for people who have lots of time on their hands. Victron dealers will be unwilling to spend hours and hours helping you. The full instructions are in the VRM manual
