Yes you can independently set limits for input and output current of the Orion XS 1400. You can download the Victron Connect App and try this in Demo Mode. I presume in this instance the input voltage is 12 volts and the output is 24 volts, that is something that also has to be set in programming, Here is a screen shot of those settings taken from the demo product:
