Does this include the DC output wiring or do I need to purchase separately? I would need M8 to connect to my battery.

No, it does not include output wiring. You need to provide your own wires for connecting the Victron Energy Blue Smart IP22 charger. It accepts up to 6 AWG wire, with 10 AWG as the minimum; using larger wire helps minimize voltage drop.
