As long as the two house batteries are wired together as one you can use the Blue Sea 7650 with this house bank plus a starting bank. In this scenario, although there are two house batteries, they are operating as one bank.
If the two house batteries are completely separate independent banks then you would need two combiners, (Blue Sea 7610), one between each pair of batteries, and the switching would need to be custom designed based on what you are trying to achieve.
