A Voltmeter only measures the "pressure" of the electricity at a single moment (like a fuel gauge that only shows pressure, not volume). An Amp Hour Meter (or Battery Monitor) acts like a true fuel gauge; it tracks the energy going in and out of the battery over time to provide a precise percentage of the remaining capacity (State of Charge).
