A standard breaker only trips if there is an overcurrent (too many appliances running) or a short circuit. An ELCI trips for those reasons plus it trips if it detects as little as 30mA of current leakage. This leakage is current that is trying to return to its source through the water or a person rather than through the neutral wire.
