No. A transformer can change the voltage (e.g., from US 120V to European 230V), but the frequency will remain the same as the shore supply. To change frequency, you would need a frequency converter. A frequency converter is not appropriate for small boats due to cost and the amount of room it takes up, these are normally only found in Mega-Yachts
